Your telegram of 5th November. Extension of 43 liding scale fully considered before making the present recommendations. Early relief most necessary for Officers with heavy sterling commitments: other
officers not affected to the same extent. Rates
proposed are the minimum necessary for the former class
and rise to 14% of present dollar salary if the dollar at 1/9. Total salaries payable in sterling 1927
amount to $4,000,000. Cost of general application of
downward extension of scale very high in proportion
to the benefits obtainable by the classes most in need of assistance. My despatch of 29th October.
Extension of gliding scale may be necessary later
but not immediately urgent - Strongly press for
sanction of proposal as a temporary measure pending
further consideration.
